Samuel Carr was born on 4 December 1779 in Loudoun County to Thomas Carr and Mary Cummings Carr. His father, Thomas Carr, served in the Revolutionary War and was a surveyor of roads in Loudoun County. Samuel married Lucy Doniphan Hansbrough and had at least one son named John Thomas.

Carr was a Loudoun County landowner and enslaver of up to five enslaved workers. Additionally he served as treasurer for the Leesburg Turnpike Company, which was incorporated in 1809 by the Virginia General Assembly to build a road from Leesburg to the Little River Turnpike Road. Carr sometimes found himself on the wrong side of the law: he was sued in chancery court over a land dispute, was held in contempt of court four times; he  was also fined twenty-three times (usually for delinquency) while he served in the 57th Virginia Regiment from 1801through 1825. Carr died in November of 1829.
